The following investigation was conducted in San Diego, California on July 20, 1989, by Federal Bureau of Investigation (FBI) Special Agent (SA) [redacted].

SA [redacted] telephonically contacted [redacted] St. Louis Division, Military Records Center Resident Agency, St. Louis, Missouri, FTS 273-7000, in an attempt to determine the criteria required for searching and locating an individual's military record. [redacted] stated that individual personnel records are filed by utilizing the following criteria in the following order:

1. Last name 2. First name 3. Social Security number or Service number

Without the articulated information an individual's military record cannot be located in the Military Records Center. [redacted] stated that the individual's military unit, i.e. division, squad, batallion, etcetera, is of no assistance in locating the record.

[redacted] was advised of the possible D.B. COOPER information provided by [redacted] to the San Diego Division on July 12, 1989. Specifically, [redacted] was asked to determine the total number of military files with the last name [redacted]. [redacted] stated that there are at least 300 such files.

Finally, [redacted] advised that no photographs are included in the personnel files of Air Force officers and enlistees.
