OPTIONAL FORM NO. 10 MAY 1962 EDITION GSA FPMR (41 CFR) 101-11.6 UNITED STATES GOVERNMENT Memorandum

TO : SAC, PORTLAND (164-41) (P) DATE: 3/10/75

FROM : SA [REDACTED]

SUBJECT: NORJAK (00: SEATTLE)

---

During the spring of 1974, [REDACTED], Oregon, volunteered information on several occasions to SA [REDACTED] concerning captioned matter. The results of these contacts are recorded on FD-302s and memos in the file.

It appears from previous contacts with [REDACTED] that he is [REDACTED] and the information furnished by [REDACTED] concerning the above matter was of no value.

Since the initial contacts with [REDACTED] he has called SA [REDACTED] on several occasions about captioned matter and about investigations he is personally conducted concerning [REDACTED] of President KENNEDY, D. B. COOPER, the Portland "mob," the Mafia and other matters. [REDACTED] is frequently almost incoherent and during his telephone calls he has no specific complaint; however, passes along information he believes is of value to the Bureau. He has also written letters which are incoherent.

On 3/5/75, the letter attached to this memo was received by SA [REDACTED] from [REDACTED]. On 3/5/75, a telephone call was received from [REDACTED] at which time he stated he is in fact the person who sent the attached letter. [REDACTED] demanded that the FBI take action concerning the information contained in the attached letter. I asked [REDACTED] to explain the information contained in the letter and he stated the letter is "self-explanatory."

The above facts and the attached letter are being set forth in this file to make this contact with [REDACTED] a matter of record.
