A person reads every report. Corrections are made by hand, to the data — titles, dates, names, which pages belong together — never to the scans, and they can take a while to appear.

FBI says man clear
WASHINGTON — The FBI said Tuesday it has ended its investigation of a Virginia man who has a lot in common with the elusive "Dan Cooper," who parachuted from a hijacked jet four years ago with a bag full of ransom money.
Robert G. Kunkel, FBI agent in charge of the case, said the agency is convinced Jerry Cooper, an ex-skydiver with a knowledge of commercial aircraft, was hunting with friends in Virginia while his namesake was extorting $200,000 in the Pacific Northwest.
"The FBI began its investigation after an anonymous tip, and found that Jerry Cooper, a 30-year-old heavy equipment operator, bears a striking resemblance to an artist's sketch of the hijacker.
But Kunkel said friends confirmed the man's hunting alibi.
"We've concluded that he was not involved," Kunkel said.
