A person reads every report. Corrections are made by hand, to the data — titles, dates, names, which pages belong together — never to the scans, and they can take a while to appear.

Enclosed for Seattle and/Dallas is one copy each of envelope and contents from H. J. KUBBELL, 3150 Horton Road, Fort Worth, Texas, to WARREN D. SMITH, Post Office Box H07671- 147, Florence, Arizona.

On 4/25/78, [REDACTED], Federal Detention Center, Florence, Arizona, provided a copy of the enclosure. He advised it arrived in the mail on Thursday, 4/20/78, or Friday, 4/21/78.

He continued, the guard [REDACTED] [REDACTED] noted this particular letter due to the newspaper clipping that was enclosed. The guard then read the letter, made copies, and sent the original on to the inmate in a normal manner so the inmate would not be aware of its interception.

The Phoenix file in this matter has apparently been destroyed, consequently Phoenix is not setting specific leads for Dallas and will not interview inmate WARREN D. SMITH, Federal Detention Center, Florence, Arizona, until advised to do so by Seattle.
