[REDACTED] appeared at the Minneapolis Office and advised that on Friday, 12/3/71, [REDACTED] [REDACTED] an individual driving a green 1970 Toyota which bore Wisconsin license plates. [REDACTED] traveled with this individual to Des Moines, Iowa. The individual driving the car is ROBERT HERTCHLER, 1239 Kentucky Street, Racine, Wisconsin, telephone 632-9091. HERTCHLER informed him his business was flag pole maintenance, and that he had been in McMinnville, Oregon, and Sacramento, California. [REDACTED] stated that during the trip HERTCHLER paid bills with several $20- bills.

[REDACTED] stated that HETCHLER bore some resemblance to the artist's conception of Unsub, and in view of the circumstances of HETCHLER being on the West Coast and making payments in $20-bills, he felt he should bring this situation to the attention of the FBI inasmuch as it could have some connection with instant hijacking.
