This is to set forth developments concerning captioned case which involves the hijacking of a Northwest Orient Airlines plane on Thanksgiving Evening, November 24, 1971, by an individual who, after securing $200,000 ransom and four parachutes, parachuted from the plane. Intensive investigation has been conducted to identify and locate the hijacker, who used the name of D. Cooper.

On Saturday night, April 15, 1972, Henry E. Petersen, Assistant Attorney General, Criminal Division, was telephonically contacted by an Atlanta, Georgia, [REDACTED] who is b6 known to Petersen. Petersen stated [REDACTED] is active in the b7C American Civil Liberties Union (ACLU) and is a well-known [REDACTED]. [REDACTED] said he represented an author who has written a story about captioned case. The manuscript was to be submitted to an unidentified publisher later this week. [REDACTED] stated the author wrote the story, allegedly based on an interview with the subject. [REDACTED] stated, however, neither he nor the author knew where the subject was at this time.

[REDACTED] stated he would make available to Petersen a copy of the manuscript, together with a picture of the alleged hijacker, whose identity [REDACTED] did not know. He said he would do this on the condition no contact would be made with [REDACTED] or the unidentified client except through Petersen, that no disclosure would be made where the information came from, and that it be used for lead purposes to identify the hijacker. He requested immunity for his client, the author, who, according to [REDACTED] had nothing to do with the hijacking and came into the picture long after it had occurred. Petersen granted immunity if a copy of the manuscript and picture would be made available.

---

Subsequently, a copy of the script was delivered to Petersen. However, the picture allegedly is to be mailed to him. Petersen has made this manuscript available and from a quick review it appears the script is based on public-source information and the imagination of the author. Many possible leads were developed and are being handled. The manuscript is being minutely reviewed, and arrangements have been made to secure the photograph from Petersen when he receives it.
