On November 29, 1971, Mr. ROBERT ZENS, Engineer, Federal Communications Commission, 901 - 1st, Seattle, Washington, advised that the Citizens Band radio had 23 channels and is utilized by over 8,000 licensed operators. He said that the code name "Red Dot" was not a licensed call sign and it is probably being utilized by an unlicensed individual. He said it would be impossible to identify this individual unless request was made through channels for FAA to monitor Channel 14 and attempt to locate "Red Dot," with an elaborate tracking system which could be utilized only when "Red Dot" was transmitting.
