A person reads every report. Corrections are made by hand, to the data — titles, dates, names, which pages belong together — never to the scans, and they can take a while to appear.

RE: DOUGLAS ARCHIBALD WILLOWS SUB 402
---
WILLOWS was 51 at the time of NORJAK. He is 5'11", 168 lbs., gray eyes, and brown hair.
In September, 1972, WILLOWS' photograph was shown to Seattle NORJAK witnesses. They all stated WILLOWS did not resemble UNSUB in this matter. Witness SPRECKEL stated WILLOWS' photograph contained a general appearance of the hijacker and the entire lower part and hairline depicted in WILLOWS' photograph were similar to the hijacker's; however, SPRECKEL further advised he did not think WILLOWS is identical with UNSUB in this matter.
In view of the above, WILLOWS is being eliminated as a suspect in this matter and no further investigation is being conducted concerning him.
ARMED AND DANGEROUS.
