[REDACTED] New York, New York, advised he is the [REDACTED] for Lloyds of London in the Western Hemisphere. He stated that on September 15, 1966, he received a telephone call from [REDACTED] an employee of S & H Insurance Associates, 7316 East Florence Avenue, Downey, California. [REDACTED] wanted [REDACTED] to have Lloyds of London to insure the transportation of [REDACTED] refined gold.

[REDACTED] indicated his firm was contacted by two individuals, stating one represented the buyer and the other the seller of the gold. They allegedly told [REDACTED] that the gold was being dredged from a country in Central America and was 96% refined. Presently, a portion of the gold was in a bonded warehouse in Los Angeles, California.

The person acting for the seller used the name of ALVIN C. HARTLEY, Hotel Paraiso, Mexico City, Mexico, and said he represents the Central American dredging company to sell the gold. The person acting for the buyer, told [REDACTED] his name was [REDACTED] Houston Tool Company, 6334 Cochran, Santa Susana, California. [REDACTED] was allegedly acting for the Guarantee Title Trust Company, El Paso, Texas, who had the home office in Vancouver, British Columbia. [REDACTED] said he was under the impression the Guarantee Title Trust Company was buying the gold for the Bank of Montreal.

[REDACTED] stated that the S&H Insurance Associates cannot get Lloyds of London to insure anything without going through a broker in England. [REDACTED] said he determined that S&H was in contact with Ryan, Lohr and Sly, Limited, 9 St. Helena Place, London, England, which had him determine the security of the insurance.

[REDACTED] said he did not hear from [REDACTED] again but [REDACTED] in [guess: SEH] Insurance Company continued to call. He told [REDACTED] that the Central American company making the gold had 17,000 ounces in bonded warehouses in Kansas City. He said [guess: an] assayer for the company put a value on the gold being [REDACTED] Instead of the bank of Montreal he indicates the potential buyer at the bank of England. The gold is to be flown from the Central American country to Belize, British Honduras in the Gulf of Mexico. Then the gold is to be flown on a converted B-26 from Belize to Arruba, Dutch West Indies. [REDACTED] wanted Lloyds of London to insure the gold from Belize to Arruba.

---

[REDACTED] stated he investigated the information supplied by the [REDACTED] Insurance Company. He determined there was no Guarantee[s] or Guardian Title Trust Company in El Paso, Texas or Vancouver, British Columbia, Canada.

---

He was told the final refining was to be done in England. However [guess: 48%] of the gold in the world is refined at Engelhar[guess: t] Company, in Newark, New Jersey.

---

[REDACTED] said he was telephonically advised that the agent for the buyer had leased one B-26 from [guess: Domain] Corporation. The plane, Federal Aviation Administration (FAA) registration number [REDACTED] would be piloted by [REDACTED] who is from Deer Valley Airport, Phoenix, Arizona. This plane was to make the trip with the gold while insured by Lloyds of London with 5 long tons of gold.

---

Investigation by [REDACTED] found that there was no such [guess: N] number as [REDACTED] issued to a plane, and the FAA does not issue 6 digit numbers. The [guess: closest load] the converted B-26 could possibly carry was two tons, and not 5 long tons.

---

On September 19, 1966, [REDACTED] said he received the last call from [REDACTED] he said the gold was ready to move, the papers were in order and he still wanted Lloyds of London to insure the [guess: flight]. This call culminated between 30 and 36 calls that [REDACTED] received from [REDACTED] Insurance Company.
