During HARTLEY's employment with the Las Vegas Police Department there were several instances wherein he sustained injuries such as pulled muscles, ligament strains, etc., for which he has received compensation from superior officers of the Las Vegas Police. When he resigned on 3/25/60 he listed financial reasons as that force dictating his resignation but officers interviewed indicated had he not resigned he would have been fired.
In May of 1959 a warrant was received by the Las Vegas Police Department from the Sheriff's Office in Ventura, California charging HARTLEY with failure to provide. HARTLEY communicated with the Ventura, California authorities and was successful in having the complaint with drawn and the warrant dismissed. In addition, on March 17, 1959, the Internal Revenue Service attached HARTLEY's salary until a total of $1414.40 was made. This amount was due IRS for the following tax arrears:
1954 $430.28 1955 675.03 1957 209.09

It was observed upon reviewing HARTLEY's file that there were numerous complaints against him for the manner in which he delt with the public, and there were three separate complaints from female citizens of Las Vegas who claimed that they had given HARTLEY money which he had failed to repay. The most recent information coming to the attention of the Las Vegas Police Department concerning HARTLEY was on 8/1/65. At that time Detective [redacted]
Las Vegas Police Department, telephonically contact- ed this Office to advise that one [redacted] had contact- ed him to advised that HARTLEY was selling guns to China. She also advised that HARTLEY had permission to use a 1964 Oldsmobile belonging to [redacted] and had taken the car on 5/13/65 but had failed to return it. This car was recovered from HARTLEY by the Las Vegas Police on 6/1/65. Detective [redacted] stated that he had heard that HARTLEY had been in the Arizona area and may have been involved in some gold dealings. [redacted] was unable to furnish any additional information and stated if such ware available [redacted] may have it.
---
As a result of the information concerning the selling of guns to China, a Registration Act case has been opened on HARTLEY and a copy of this letter is being directed to that file.
---
HARTLEY has a very poor credit report having had numerous items of collection from such debts as doctor, dentist, lumber, fuel, etc.
---
In interviews with Las Vegas Police officers acquainted with HARTLEY and in review of the files of the Las Vegas Office there has been no information developed which reflects that HARTLEY has any connection whatsoever with the "Mafia".
