Re Los Angeles teletype to the Bureau dated 7/17/72.

Re: Suspect WILLARD CARLOS TWIGG, aka.

The following investigation was conducted in an effort to corroborate information furnished by [REDACTED] Marina del Rey, California, on 7/17/72.

On 7/18/72, [REDACTED] [REDACTED] was interviewed at the [REDACTED] Airport Marina Hotel, Manchester and Lincoln Avenue, Los Angeles. She advised her association with TWIGG was discontinued over one year ago, although she had seen him and spoke with him at the Miramar Hotel, Santa Monica, California, in early 1972. TWIGG advised at that time he was living in Costa Rica. She had last known him to reside in the Americana Apartments, Santa Monica, California, and prior to that he had lived for a short time [REDACTED] California. [REDACTED] stated TWIGG had never discussed his business affairs with her and seemed somewhat secretive regarding his business and associates. She never knew him to be a sky diver or a pilot and stated he was "anything but the athletic type." She stated she was not in contact with TWIGG at all in November of 1971 and was unable to provide any information

On 7/19/72, [redacted] , Santa Monica, California, recalled WILLARD C. TWIGG had rented Apartment 1001 at this modern complex in 1970 and in mid-1971 HENRY CONRAD and his wife had moved into the apartment with TWIGG. About Thanksgiving Day of 1971 TWIGG had moved out of the apartment and the CONRADs continued occupancy until 2/29/72. She stated she and her husband were gone the entire day of Thanksgiving, 11/25/71, and she stated that either one or two days prior to 11/25/71, TWIGG had contacted her stating he had lost his keys. TWIGG at that time indicated he had been drinking heavily and did not know where he had left his keys. She had let him into the apartment and recalled TWIGG had mentioned he was leaving for South America but the CONRADs would continue to live in the apartment.

---

[redacted] was unable to recall, or to establish through records or notes, the specific dates these conversations took place with TWIGG. She added that the CONRADs were out of town at the time she had opened the apartment for TWIGG who had found his keys inside the apartment.

---

On the same date, [redacted] Miramar Hotel, Santa Monica, advised he personally knew TWIGG who is now residing in Costa Rica. He stated TWIGG periodically had appeared at the hotel during 1972 while making trips to the United States. [redacted] made available all bar tabs, telephone bills, room rental records and reviewed all logical records for the dates of 11/23/71 through 11/25/71 and no record could be located indicating TWIGG had made any charges at the hotel on those dates. [redacted] stated he knew TWIGG to pay cash for meals and to drink a great deal of the time and if he had not charged these items no record would be retained at the hotel.

On the same date, [redacted] [redacted] Surety National Bank, Marina del Rey, California, made available the records of checking account number 001-114-611 of W. C. TWIGG, 101 California Avenue, Santa Monica, California. [redacted] could locate no record indicating TWIGG had a savings account or a safe deposit box at this bank.

---

A review of the bank records reveal this checking account was opened on 5/4/71, and is a current account. The current balance in the account is $95.75 and the largest deposit shown was made on 10/19/71, in the amount of $1,346.14. No unusual activity was noted for November or December 1971, and the balance has regularly been maintained at a minimal two-figure amount since the account was opened.

---

On the same date, records of the Security First National Bank, Marina del Rey, California, were caused to be reviewed and no record of any checking account, savings account, or safe deposit box could be located identifiable with WILLARD C. TWIGG.

---

Records of Dun and Bradstreet, Los Angeles, revealed Westward Manufacturing, Inc., formerly known as Westward Coach Company, Inc., 2250 East Imperial Highway, El Segundo, California, with another location at Medicine Hat, Utah, was incorporated in May 1970, in Arizona. This business started in mid 1970 for the sole purpose of manufacturing mobile homes. The officers were shown as WILLIAM HOYT BROWN, born in the U.S. in 1922, Chief Executive and Chairman of the Board; [redacted] "T.W." TWIGG, Vice President; and [redacted]. An "outside source" confirmed cash of $100,000 to $200,000 to start business and a bank balance in May 1970, for the firm was average low six figures.

---

In February 1971, [redacted] [redacted] declined any financial information and in August 1971, the bank balance was reported in the average low five figures. A Dun and Bradstreet report dated 8/31/71, indicated Westward Manufacturing, Inc., entered involuntary bankruptcy in July 1971. On 7/28/71, the corporation was adjudicated bankrupt.

On 7/27/72, HENRY CONRAD was interviewed at his residence, 12851 Garden Grove Boulevard, Garden Grove, California. CONRAD advised he recalls being with WILLARD C. TWIGG at the Americana Apartments in Santa Monica, California, on 11/24/71. CONRAD specifically recalled having invited TWIGG to have Thanksgiving dinner with them on the following day at his, [REDACTED] home in Lakewood, California. He recalled TWIGG had declined the invitation stating he was flying out of town. He stated TWIGG had stated he was flying either to Phoenix, Arizona, or to Costa Rica and would be out of town on 11/25/71.

CONRAD advised he quite possibly drove TWIGG to Los Angeles International Airport (LAX), on the morning of 11/25/71; however, he does not positively recall that he had done so. He explained that he has often driven TWIGG to LAX on his business trips out of Los Angeles and he, in all liklihood, did so on 11/25/71, but could not state this positively.

CONRAD continued stating he has observed the artist's conception of the hijacker in both "Look" magazine and "Stag" magazine and in his opinion the drawing definitely does not resemble TWIGG. He added he considers himself a very close friend of TWIGG and has never known him to ever have parachuted or even considered parachuting at any time. He said TWIGG's entire disposition would make him, CONRAD, extremely doubtful as to whether TWIGG would be capable of such a crime as he is a very nervous person even as a passenger on a plane and is not at all atheletically inclined.

CONRAD stated that he, as a pilot, would be the last to condone any type of hijacking and if he had any knowledge or suspicion that anyone, including TWIGG, was involved in such a matter he would readily cooperate with the FBI.

CONRAD also advised that one of the two men involved in the plastics manufacturing business in Costa Rica with TWIGG is reportedly a former Special Agent of the FBI. He stated the names of TWIGG's business associates in Costa Rica are [REDACTED] and (first name unrecalled) [REDACTED]

In view of the previous information provided by attorney [REDACTED] of Marina del Rey, California, that TWIGG was in his office on 11/24/71, and [REDACTED] statement that he conversed with TWIGG at the Americana Apartments, Santa Monica, on 11/24/71, it does not appear TWIGG warrants further consideration as a logical suspect at this time and no further investigation will be conducted by Los Angeles, UACB.
