What does the scan show?
A person reads every report. Corrections are made by hand, to the data — titles, dates, names, which pages belong together — never to the scans, and they can take a while to appear.

Re: Sub. 486 CARLOS M. MARQUEZ
MARQUEZ wrote to the Seattle Office of the FBI claiming to have a solution to the hijacking problem.
In view of the fact that unsub in this matter had a swarthy complexion and was tentatively identified by several witnesses as possibly having Mexican ancestry, the following lead is being set out:
AT SPOKANE, WASHINGTON
Will contact MARQUEZ at N. 5910 Douglas Drive, zip code 99208, on a pretext of interviewing him concerning his idea to eliminate hijackings. Attempt to obtain appropriate descriptive and background information in order to eliminate him as a suspect.
Enclosed for agent handling lead at Spokane are one copy each of MARQUEZ's letter to Seattle, 8/7/72, and Seattle's letter to MARQUEZ, 8/11/72.
ARMED AND DANGEROUS.
