RE: SOURCE [REDACTED] UNSUB; PARACHUTE ON ELK MOUNTAIN THAT CAN BE SEEN FROM THE AIR

On August 24, 1972, SA RALPH HIMMELSBACK, Portland Division, telephonically advised his office received a letter in the mail from [REDACTED] in Warrenton, Oregon, which reads as follows:

---

"Date, August 21, 1972. Re D. B. COOPER. Look on Elk Mountain, directly east of Kelso. The parachute can be seen from the air. Believed he is or has been in a tree. Look high. Signed [REDACTED] Warrenton, b6 Oregon." b7C

---

HIMMELSBACK stated a Portland Agent would contact [REDACTED] to determine his reliability and, in addition, whether this information is of such a value to warrant further inves- tigation. HIMMELSBACK further advised that if it appears [REDACTED] is a reliable source, the exact location of the para- chute, as well as where [REDACTED] was when he saw the parachute, would be determined; and this information would be forwarded telephonically to SA THOMAS J. MANNING in the Longview Resident Agency. HIMMELSBACK stated if the information was of no value, he would report this fact to Seattle Division by appropriate communication.

On August 24, 1972, the above information was made available to SA THOMAS J. MANNING, and he advised that if it would be necessary to charter an aircraft in order to locate instant parachute, he has a contact that he has used in the past that would be available for low-flying aerial searches as would be required in this instance.
