A person reads every report. Corrections are made by hand, to the data — titles, dates, names, which pages belong together — never to the scans, and they can take a while to appear.

Re New York letter to Seattle, 5-1-73.
The Latent Fingerprint Section advised 1-31-73 that NORJAK latents currently on file were not identical with suspect MERAVY's fingerprints. They further stated no palm prints were available for MERAVY.
All NORJAK eye-witnesses have been repeatedly contacted and viewed numerous photographs. Up to now they have been extremely cooperative, notwithstanding the many contacts they have endured both at work and at home. Based on the above, these witnesses will not be contacted to view photographs unless there is no other way to eliminate a suspect.
Accordingly, the following leads are being set forth:
---
LEADS NEW YORK AT ARDSLEY, NEW YORK
