Re Phoenix airtel to Seattle, 9/3/75.
ALEX JOSEPH of Glen Canyon City, Utah, is well known to Salt Lake City Division and has been interviewed on numerous occasions by different Special Agents assigned Salt Lake City Division concerning kidnaping charges as well as ITSP charges.
The kidnaping interview stemmed from complaints received from the father of one of the young girls who left Montana to join ALEX JOSEPH at Glen Canyon City, Utah, and it was determined the young female did so voluntarily and no kidnaping charges were ever brought against JOSEPH.
JOSEPH and other individuals filed homesteading claims on Bureau of Land Management property and were ordered to remove themselves from the land.
On 8/20/75, JOSEPH was ordered to vacate the ranch he purchased from two individuals, 160 acres, because of default and failure to make payments on the contract for

purchase of the land since 5/17/74. JOSEPH was ordered to vacate the property within 60 days of the court order.
JOSEPH has been charged by Maricopa County authorities, Phoenix, Arizona, with possession of stolen property and is due to go to trial on that charge in Phoenix on November 5, 1975.
Salt Lake City Division has ITSP case against JOSEPH concerning above mentioned helicopter, but USA, Salt Lake City, Utah, has held opinion in abeyance pending outcome of prosecution by Arizona authorities.
Kane County Attorney and Kane County Sheriff have been severely criticized in the press for not filing polygamy charges against JOSEPH who openly resides in the Glen Canyon City area with approximately 10 to 13 young females. JOSEPH has received much news and press coverage including National TV coverage and National publication and has "flaunted" law enforcement in Utah over the poly- gamist issue as well as being an embarrassment to the Church of Jesus Christ of Latter-day Saints. The LDS authorities have excommunicated JOSEPH and prior to moving into the Utah area, resided in Montana with another group of polygamists.
It is noted that Phoenix Division was originator of a communication in the HEARNAP case based on an anony- mous telephone call suggesting that [REDACTED] was residing with ALEX JOSEPH in the Glen Canyon, Utah, area. This proved to be unfounded.
There appears to be nothing in the article concerning ALEX JOSEPH which was an enclosure to referenced Phoenix airtel to Seattle to indicate that JOSEPH is identical to D. B. COOPER. As with the anonymous caller suggesting that [REDACTED] was residing with ALEX JOSEPH, Salt Lake City Division feels that the anonymous caller suggesting that JOSEPH is identical with D. B. COOPER is an attempt to cause the FBI to "hassle" JOSEPH and any

investigation conducted in this area would be considered harrassment and in view of the wide range of publicity JOSEPH receives from the news media, could prove embarrassing to the Bureau.
It is anticipated that prosecution in Arizona will be successful and if not Salt Lake City Division based on conversations with USA's office, will file ITSP charges against JOSEPH and three others.
In view of the above and unless advised to the contrary by Seattle Division, Salt Lake City Division will not conduct any investigation concerning JOSEPH re D. B. COOPER.
