AT STOCKTON, CALIFORNIA
On 9/15/75, [REDACTED], California, contacted the Stockton RA and advised that after reading recent publicity regarding "D. B. COOPER", she became suspicious that he might be identical with a former resident of Sonora, California. She advised that she and her husband both feel that drawing of COOPER bears a striking resemblance to JAMES STILLWELL or STOCKWELL, who was formerly manager of the Value Giant Store, Sonora, California. She advised that he left Sonora, California, reportedly due to financial trouble, and is believed to now live in Modesto, California. She advised that they heard that he went into some type of business there and wondered how he could have acquired money. She did not know if he had skills with a parachute but believes that he was a former member of the U. S. Air Force. She advised that his father lives in the Twain Harte, California, area.

On 10/2/75, MILTON DAMBACHER, Manager, Credit Bureau of Sonora, advised that the person who had been in business in the Sonora area who had a connection with the Value Giant Store was JAMES H. STOCKWELL. He advised that he has had no recent information regarding him but had heard that he was in Las Vegas, Nevada.
On 11/24/75, RAY ANTONINI, Lieutenant, Tuolumne County Sheriff's Department, advised that he recalls JAMES H. STOCKWELL and that he had served civil papers on him in the past. He also advised that it is his recollection that STOCKWELL had been arrested locally on a minor offense of some type. He stated, however, that STOCKWELL has no criminal record locally.
ANTONINI advised that he would check to deter- mine if he can ascertain a present address for STOCKWELL.
On 11/24/75, a re-check was made of the files of the Tuolumne County Sheriff's Department and an arrest record was located for JAMES H. STOCKWELL, their file A-7583. The file shows that STOCKWELL was arrested on 10/15/70 on a warrant issued by the Modesto Municipal Court, Modesto, California. No disposition is shown regarding this matter. AT MODESTO, CALIFORNIA
On 11/25/75, a check of the records of the Stanislaus County Sheriff's Department, Identification Bureau, was made by [redacted], and the files revealed no arrest record data for STOCKWELL.
On 11/25/75, a check was made via teletype through the Stanislaus County Sheriff's Department regarding the California driver's license of STOCKWELL, number B0388668, and it was determined that it was issued to JAMES HOWARD STOCKWELL on 6/5/68. His address is listed at Route 2, Box 700, Sonora, California. Another address of 1712 Howard, Madera, California, is shown as of 6/10/71. He is described as being 5'7", 155, blue eyes, brown hair. The license expired on 3/31/72 and is still listed as expired.
On 11/25/75, a review of the records of the Modesto Municipal Court located record pertaining to JAMES H. STOCKWELL in connection with which he was arrested in Sonora, California. The docket number is 28471, and the action was a civil action filed on 5/28/68. The matter was dismissed on 11/12/70 after his arrest. There is no information in the file past the latter date.

STOCKWELL and to attempt to ascertain any address or employment data regarding the period of 11/71, but no such record or data could be located.
