At approximately 9:00 PM, 12/1/71, I telephoned SAC MILNES in Washington, D.C. I told him that at approximately 5:00 PM on the evening of 12/1/71, COP GEORGE TIELSCH had called Supervisor J. ROBERT SUTTHOFF because of the fact he had been unable to get in touch with the SAC or ASAC. He told SUTTHOFF that one of the detectives had some information from an informant that might be important in this case.

I sent SAs [REDACTED] and STEELE over to the Police Department immediately and they subsequently advised me that TIELSCH had introduced them to [REDACTED] and [REDACTED] [REDACTED] of the Seattle PD. [REDACTED] has an informant whom he would not identify who told [REDACTED] that the $200,000 was [REDACTED] and that the subject was [REDACTED] [REDACTED] He also told [REDACTED] during the 1960s. [REDACTED] through inquiry, had decided that this was [REDACTED] in 1961. [REDACTED] had obtained a photo of [REDACTED] which was taken in [REDACTED] was arrested for [REDACTED] He had retouched this photo to put dark glasses on the eyes and thought it had a striking resemblance to the hijacker. He told the Agents that [REDACTED] were going to fly to Minneapolis at noon on 12/2/71, and show this photo to the crew members.

I told MR. MILNES that we were showing the photo to the Seattle witnesses on the night of 12/1/71, and he instructed that we immediately get in touch with Portland, Little Rock, Philadelphia and Minneapolis and send facsimiles to those offices so that Seattle could be advised early on the morning of 12/2/71.

Mr. MILNES also instructed that glossy copies be sent by courier to Philadelphia and Minneapolis. Arrange- ments were made for this and SA STEELE delivered the photos to the airport.

After showing the photo to the three Seattle witnesses: b6 [REDACTED] I again called SAC MILNES b7C and told him all three witnesses had said [REDACTED] was not the subject.

At his instructions I prepared a teletype to the Bureau providing briefly, the facts in this situation.
