A person reads every report. Corrections are made by hand, to the data — titles, dates, names, which pages belong together — never to the scans, and they can take a while to appear.

Enclosed for Seattle are four poses of Mr. RUSSELL E. CARDWELL and one copy of National Inquirer look-alike picture. It should be noted these photographs were not sent earlier as they were just obtained from the La Porte, Texas Police Department.
On 6/10/76, officers, La Porte, Texas Police Department, received information concerning a look-alike with the artist conception of subject displayed in the National Inquirer dated 11/25/75.
On 6/10/76, a RUSSELL E. CARDWELL was interviewed at the Harris County Precinct 2 Ferry Office on the Houston Ship Channel and advised that during the instant hijacking, he was working up in the Washington or Oregon area but he could not recollect exactly where. CARDWELL advised that as best he could remember, he was either just going on an intracoastal ship or had just come off of one and remembers reading about the case in the papers and could not figure out how anyone could get away with something like that.
CARDWELL was extremely cooperative and volunteered to take a lie detector test and to be photographed for elimination purposes concerning his similarity to the artist conception described above. The following description was obtained through observation and interview:
