Re Alexandria airtel to Seattle dated 8/3/76.

Enclosed for Seattle is the original and five copies, and for Alexandria two copies, of an investigative insert reflecting investigation at Fort Monroe, Virginia.

For the information of Seattle and Alexandria, the current assignment of Colonel JERRY S. EDWARDS is as the Assistant Chief of Staff, TRADOC Command, Fort Monroe, Virginia, and this position is apparently sensitive in nature.

A request to conduct a review of EDWARDS' field personnel file at Fort Monroe, Virginia, on 9/8/76 met with negative results. Chief Warrant Officer [REDACTED] contacted [REDACTED] in this regard, acting on the advice of Captain [REDACTED] allowed disclosure of only certain data from EDWARDS' file, and refused disclosure of certain other data specifically requested. [REDACTED] cited U. S. Army Regulation 340-21, Paragraph 3-2G, under the subject,

"Army Privacy Program" for the information released, and Paragraph 3-2b of the same regulation for the information refused.

On 9/10/76, Major [REDACTED] Military Intelligence Group (MIG), Fort Monroe, Virginia, was similarly unable to gain access to EDWARDS' field personnel file on behalf of the Norfolk Division.

It is noted, however, that the Alexandria Division did not meet with a similar problem when review was made of Colonel EDWARDS' official "main" personnel file at the U. S. Army Military Personnel Center (USA MILPERCEN) at Alexandria, Virginia.

Set out in the enclosed investigative insert is the information disclosed by Chief Warrant Officer [REDACTED] as well as the headings for the information where disclosure was not made to specific questions asked of [REDACTED]. Additionally, EDWARDS' was probably obligated to provide a self-photograph to his file each time he received a promotion, which should also be in his "main" file.

For the added information of the Seattle Division, the MIG Group at Fort Monroe, Virginia, has developed unsubstantiated information from an undisclosed source that Colonel EDWARDS is a qualified skydiver and possible current member of the Peninsula Divers Club at Suffolk, Virginia.

It is believed that the above skydiver's club caters only to experienced skydivers falling into two groups; those with 100 jumps or more, and those with 200 jumps or more. MIG further discloses that Colonel EDWARDS' immediate superior, Major General R. C. HIXON, Chief of Staff, TRADOC, Fort Monroe, Virginia, also is a member of the above skydiving club.
