BILLY JEWEL SPARKS was interviewed at his place of business, AOS, 4334 Spenard Road, Anchorage, Alaska. SPARKS was advised of the identity of the interviewing Agents, certain of his Constitutional rights and the purpose of the interview by Special Agent (SA) DONALD H. STEELE. He then read a form entitled, "Your Rights" after which he advised he understood his Constitutional rights as explained on the form but would not sign anything.

SPARKS advised he was unable to determine exactly where he was on November 24, 1971, but believes he was in Fairbanks, Alaska. He advised that he had absolutely nothing to do with NORJAK and that he would be willing to take a polygraph examination should his attorney concur with such activity. He advised that he is currently involved in a lawsuit with the U.S. Government in which he is the defendant and attempts are being made to recover sums of money from him related to an incident which took place while he was an U.S. Postal Inspector. He stated that because of this pending lawsuit he doubts very much his attorney would concur in his undergoing a polygraph examination. SPARKS advised that he has never had paratrooper training of any kind and in fact suffers from vertigo which would preclude his jumping from an airplane. He stated that while as a member of the U.S. Air Force for four years he went directly from basic training on approximately May 1, 1952 to the 303rd Bomb Wing and 359th Bomb Squadron at Davis-Monthan Air Force Base in Tucson, Arizona, where he remained until he was terminated from the service on February 11, 1956. He related that during his entire time in the Air Force he served as a clerk-typist. He furnished to interviewing agents a DD-214 which is a "Report of Separation From the Armed Forces of the United States" showing that he took no major courses and completed no service training courses successfully during his entire four years in the Air Force.

He related that further information regarding his difficulties with the United States Government as a Postal Inspector could be obtained from [REDACTED] of the Postal Inspector's Office in Seattle, Washington. He stated that the Postal Inspector's Office in Seattle also should have an extensive file on him which would possibly show a contact date of November 24, 1971.

SPARKS related that he had absolutely nothing to do with the NORJAK crime and had nothing to hide in connection with this matter. He advised that while as a Postal Inspector he "screwed up and paid for it." He furnished an Alaskan Driver's License, Number 173926, which showed a Social Security Number of 551-38-4808, a date of birth of March 5, 1932 and it showed him to be 6' tall.
