A person reads every report. Corrections are made by hand, to the data — titles, dates, names, which pages belong together — never to the scans, and they can take a while to appear.

Federal Bureau of Investigation Seattle, Washington

I submit the name of Billy J. Sparks of Fairbanks, Alaska, as the person who hijacked a commercial airplane at Thanksgiving 1971 under the alias D. B. Cooper. Action centered on Portland-Seattle-Reno and intermediate areas.

I have examined composite drawings of the hijacker in newspapers and at your office on September 3, 1976. One of the newer drawings which shows the culprit wearing dark glasses bears a strong resemblance to Sparks.

In March 1971 Mr. Sparks was involved in theft of registered mail from the post office at Fairbanks, Alaska. He was later convicted and sentenced. The Postal Inspection Service made intensive investigation, in particular [REDACTED] of Seattle.

Mr. Sparks, [REDACTED] and I served together as postal inspectors in the Seattle Division for several years. Mr. Sparks resigned in 1969. I retired 5-31-71.

This morning I went to [REDACTED] office and told him of my belief that Sparks is "D. B. Cooper". I also informed him that I would promptly give you that same information.

You may regard me as a claimant for whatever rewards have been offered in this case.
