[REDACTED] Washington was located and interviewed on 1/7/77 at whichtime he said he had made inquiry about the NORJAK case. He said he had a person in mind who might have been responsible for the skyjacking incident. He said he based this on the sketches he saw in the newspaper as well as the fact that this person had training in sky jumping. He said the person he had in mind was named ROY MILLER who was from North Bonneville, Washington area and was a musician. He said MILLER trainrd [sic] to fight forest fires and had jumped numerous times in the past. He said he felt the "D.B. COOPER" resembled MILLER.

On 2/15/77 Deputy Sheriff [REDACTED], Skaminia [sic] County Sheriff's Office advised he knows LEROY ARTHUR MILLER very well and he does not fit the description of the UNSUB in the NORJAK case. He said their files reflect MILLER to be W/M DOB 5/16/35, 5'9; 185, brown hair, grey eyes. He pointed out MILLER has not shown any signs of wealth and drives a 1969 vehicle. He said he thought he would have a Washington State drivers license.
