DETAILS

At 0900 hrs, 13 December 1976, Mr. [REDACTED], HQ, [REDACTED] Corps, G-1, (EEO), APO NY 09107, orally related that he had information that mig[ht] locate the "Sky Jacker" given the name COOPER. Mr. [REDACTED] indicated that after reading the newspaper accounts about the sky-jacking he remembered a man with whom he had worked while with the forestry service in Oregon, who would have been able to land in the area described in the newspaper, live off the land, and know where he was when he landed. [REDACTED] indicated the man had been in the military service and may have been a parachutist.

Mr. [REDACTED] stated that he had worked with a man named [REDACTED] during the sum[mers] of 1951 thru 1953 at the Wind River Ranger Station, which is located in the Giff[ord] Peinchot National Forest in Oregon and Washington State. During the three summers that [REDACTED] worked with [REDACTED], observed that [REDACTED] stayed at the Ranger Station, did not have a car, and did not leave the area except to go into the woods. When the winter months came and there was not need for [REDACTED] at the Station, [REDACTED] packed up and went prospecting in the woods and would not be seen again until summer. [REDACTED] while on forestry tower look-out duty, would indicate to his fellow workers that he was receiving messages from "The Beyond" from unknown persons. [REDACTED] was placed in a Washington State mental hospital by his sister in 1952 or 53, during the winter months, because of the messages he was supposedly receiving, however, was later released.

Mr. [REDACTED] felt that since [REDACTED] while on tower duty, kept track of aircraft flew over the region, and while on crew duty and during winter months traveled th[r]oughout the entire region, he would be able to skyjack a plane and know where he was when he landed, and after landing be able to live off the land and find his way out of the area if he so desired.

Mr. [REDACTED] indicated that he went back to Wind River Ranger Station in 1969 and at that time [REDACTED] had not changed at all. He looked as if he was [in] his late 30's, however [REDACTED] figured that [REDACTED] should have been in his late 50's. It appeared to [REDACTED] that [REDACTED] was still a loner and did not seem happy to see [REDACTED] after all that time.

[REDACTED] gave a physical description of [REDACTED] as follows: brown hair with a redd[ish] tint to it, brown eyes, busy brown mustache, regular side burnes [sideburns], round face, slig[ht build], about 150 lbs, and 5'7" to 5'8" tall.

[REDACTED] was of the opinion that due to [REDACTED] mental state, and with his retirem[ent] approaching, may have skyjacked the aircraft in question, or perhaps know what h[app]ened to the sky jacker or the money he took with him. [REDACTED] did state, however that the picture of the sky-jacker in the paper did not look like [REDACTED]
