UNITED STATES GOVERNMENT Memorandum BUREAU OF CUSTOMS

DATE: February 23, 1972 FILE: TO : File FROM : [REDACTED] Air Security Coordinator SUBJECT: Identification Procedure

---

On or about [REDACTED] CPO [REDACTED] currently assigned to Houston, advised the writer that the clerk of the cleaning establishment on Fort Belvoir had told him that she believed one of the students from an earlier class could possibly have been involved in a successful hijacking. She mentioned to [REDACTED] on numerous occasions during the time he was in class that she would like to look at pictures or a class roster to determine the name of the individual whom she said had laid out a hijacking plan to her during his period of attendance at TASOS.

I advised CPO [REDACTED] that I would look into the matter and determine if it had sufficient merit for investigation. The matter was not investigated at that time.

Subsequently, the [REDACTED] issue of the Phila- delphia Enquirer was published and described in detail the specific hijacking of November 24, 1971 and included a composite picture of the perpetrator. The clerk then advised staff member [REDACTED] that she was sure the individual she had talked to was the same party as the composite drawing depicted. She further advised CSO [REDACTED] that the name of the suspected individual was [REDACTED] and the name of the skyjacker was D.B. Cooper as reported in the Enquirer. Unofficial inquiries revealed that a [REDACTED] had graduated from TASOS [REDACTED] on [REDACTED] and is currently still in the service.
