OPTIONAL FORM NO. 10 MAY 1962 EDITION GSA FPMR (41 CFR) 101-11.6 UNITED STATES GOVERNMENT Memorandum

TO SAC, SEATTLE (164-81) DATE: 3/26/73 FROM [redacted] SAC, KANSAS CITY (164-80) RUC SUBJECT NORJAK 00 SE

---

Re Minneapolis airtel to Kansas City, 2/28/73.

Attempts to contact [redacted] on 2/26/73 and 3/2/73 negative.

On 3/5/73, [redacted] Mission, Kansas, personally appeared at the FBI Office at which time he advised that from his research and reading [redacted] he considers it a great possibility that [redacted] is in fact the D. B. COOPER who hijacked the aircraft from Northwest Airlines.

[redacted] there was a great parallel between [redacted] and D. B. COOPER in facial characteristics and [redacted] [redacted] points out [redacted] he is a proponent and strongly believes in facial disguises. [redacted] pointed out the nu[merous] innuendos in the book about parachuting and in fac[t] [redacted] the California, West Coast area during the two days during which the hijacking occurred. Additionally, [redacted] made a trip to Mexico with a friend as he points out [redacted] and [redacted] feels this possibly was a dry run in order to similate the terrain which D. B. COOPER would have to bail out of the aircraft.

[redacted] is described as a white male, DOB [redacted] single, employed at [redacted] Shawnee, Kansas, also employed at [redacted] Lenexa, Kansas, home telephone [redacted]

SEATTLE should be aware [redacted] appeared at the Kansas City Office 4/14/70, and advised that he was of the opinion at that time that numerous Russians were residing in [redacted] Lawrence, Kansas. [redacted]

went into great lengths about how he was then and while in the military, continually having problems with Russians attempt- ing to contact him and involve him in possible subversive activities. He stated the reason he knows these people living [REDACTED] are Russians is because they have Slavic shaped faces.

[REDACTED] thought processes regarding Norjak may be questionable in view of the above paragraph.
