ADMINISTRATIVE:

Since the successful hijacking of Northwest Airlines (NWA), Flight 350 on 11/24/71, WFO has been cognizant of the details of the matter and has been aware of descriptive data concerning Unsub. In this regard, WFO has considered the possibility that the Unsub may be an American citizen living abroad inasmuch as his absence, whether he is dead or alive, has apparently been unnoticed, or at least not reported, by his relatives and associates.

Accordingly, during a recent routine review of Passport Records at the United States Department of State, (USDS), Washington, D. C. (FDC), it was noted that the passport photograph of one [REDACTED] white male, [REDACTED] bears a good resemblance to the artist's conception of Unsub.

A further review of [REDACTED] passport file dis- closed the following information:

On [REDACTED] he was issued Passport Number [REDACTED] and requested that his passport be mailed to [REDACTED] [REDACTED] Warren, Michigan, [REDACTED] in care of [REDACTED]
