What does the scan show?
A person reads every report. Corrections are made by hand, to the data — titles, dates, names, which pages belong together — never to the scans, and they can take a while to appear.

I submit the name of [REDACTED] of [REDACTED] Fairbanks, Alaska, as the person who hijacked a commercial airplane at Thanksgiving 1971 under the alias D. B. Cooper. Action centered on Portland-Seattle-Reno and intermediate areas.
I have examined composite drawings of the hijacker in newspapers and at your office on September 3, 1976. One of the newer drawings which shows the culprit wearing dark glasses bears a strong resemblance to [REDACTED]
In [REDACTED] was involved in [REDACTED] [REDACTED] at Fairbanks, Alaska. [REDACTED] The Postal Inspection Service made intensive investigation, in particular [REDACTED] of Seattle. [REDACTED]
[REDACTED] and I served together as [REDACTED] [REDACTED] in the Seattle Division for several years. [REDACTED] I retired [REDACTED]
This morning I went to [REDACTED] office and told him of my belief that [REDACTED] is "D. B. Cooper". I also informed him that I would promptly give you that same information.
You may regard me as a claimant for whatever rewards have been offered in this case.
