A person reads every report. Corrections are made by hand, to the data — titles, dates, names, which pages belong together — never to the scans, and they can take a while to appear.

On January 18, 1979, [REDACTED] Vancouver, Washington, telephoned [REDACTED] provided the following information:
His place of business is located at [REDACTED] [REDACTED] Vancouver, Washington, and he has a business telephone number of [REDACTED]
He heard on the news that a plastic decal, possibly from D. B. COOPER's plane, was found in the Castle Rock, Washington, area recently. He recalled that in October, 1978, he was hunting in that general area and saw in a tall tree something flapping. The area he was in was north of Toutle Park. This item he saw in the tree was light in color and he feels, perhaps, that might have been a parachute, possibly the one used by COOPER. He did indicate, however, this thing he saw could have been a weather parachute and could have been there in his previous trips to that area, although he has not seen it before. He does not know if this information will be of any assistance to the FBI, but in the event the FBI desires to find the exact location of this item, he and his cousin are willing to escort the FBI into the area and point out the article, if they can find it, to the FBI.
The above is for information purposes.
