OPTIONAL FORM NO. 10 MAY 1962 EDITION GSA FPMR (41 CFR) 101-11.6 UNITED STATES GOVERNMENT Memorandum

TO : SAC, SEATTLE (164-81) DATE: 11/15/79

FROM : SAC, SAN FRANCISCO (164-220) (RUC) (Monterey RA) [REDACTED]

SUBJECT: NORJAK (A)

Enclosed for Seattle Division is one paper bearing photo- graphs of United States Navy personnel assigned to Class "YS 72", which includes a photograph of [REDACTED].

On 11/13/79 [REDACTED] (Protect Identity) [REDACTED] [REDACTED] Monterey, California, appeared at the Monterey Resident Agency, and provided SA [REDACTED] with the enclosed photographs. [REDACTED] stated that on Sunday, 11/11/79 he watched a television program on Station KQED (Channel 9), San Francisco, which program dealt with Skyjacking, and specifically went into the "D.B. COOPER" case. [REDACTED] advised that when a composite drawing of "COOPER" was displayed on the program, [REDACTED] was astounded at the striking similarity between this composite drawing and [REDACTED] [REDACTED], United States Navy, who was [REDACTED] [REDACTED] during 1977. [REDACTED] added that he does not personally feel that [REDACTED] is the type of person who would commit a skyjacking, but he felt strongly enough about the resemblance between "COOPER" and [REDACTED] that he wished to tell the FBI about it. On 11/14/79 SA [REDACTED] Naval Investigative Service (NIS) [REDACTED] advised that [REDACTED] [REDACTED], United States Navy, SSAN [REDACTED] is currently attending a "Joint Intra-Operability of Tactical Command and Control Systems" School at Fort Monmouth, New Jersey.
