SAC, PHILADELPHIA (164-133) (C)

NORJACK (A) OO:SEATTLE

DIRECTOR, FBI (164-2111)

---

Re Bureau airtel to Philadelphia dated 11/24/81.

Since the enclosed note from the Alleged D. B. Cooper set deadlines which had already been exceeded by the time the communication arrived in the Philadelphia Division and since the enclosure contained nothing of an evidentiary nature other than a Philadelphia postmark, no investigation is being conducted by the Philadelphia Division unless otherwise notified by the Bureau or the office of origin.
