What does the scan show?

SPECIAL MEMORANDUM ON EMERGENCY MAIL SERVICES:
The General Post Office advises that because of the current unfortunate political situation, under which certain neighbouring lands have cut off communications for the most part with the outside world, mail either to or from [REDACTED] may not be sent directly via the international postal services.
Until further notice, correspondents abroad writing to addresses in [REDACTED] should send such mail, under cover and in an independent outer cover, to the following addresses for special courier delivery to [REDACTED]
[REDACTED] AUSTRALIA. [REDACTED] AUSTRALIA.
Return mail to the outside world will likewise be routed through these agencies.
Will you please see that this notice comes to the attention of all postal staff and that it is made known also to the public. Meanwhile, kindly direct all mail for [REDACTED] [REDACTED] to the West Australian agencies.
This notice and arrangement will remain operative until further notice.
