Re: [REDACTED] doing business as [REDACTED] Billings, Montana HOBBS ACT - COMMERCIAL INSTITUTION

Dear Mr. Dunbar:

This letter is to confirm a conversation with [REDACTED] Assistant U. S. Attorney (AUSA), of your office and Special Agent (SA) [REDACTED] of the FBI on March 14, 1983, at which time the following information was discussed:

On March 14, 1983, [REDACTED] Yellowstone County Sheriff's Office, Billings, Montana, advised that he had received a cassette recording from an individual who wished not to be identified. The individual had recently purchased a cassette recorder from a local pawn shop and later found that the recorder contained a cassette with a statement made by a person who identified himself as [REDACTED]

---

On the tape, [REDACTED] refers to a meeting he had with an [REDACTED] in Minneapolis and [REDACTED] [REDACTED] of the Airline Transportation Association with Northwest Orient Airlines. This meeting was held in the Logan Airport lobby and consisted of [REDACTED] asking the airline officials for 1.5 million dollars in a loan for developing a security system. [REDACTED] was advised that the airlines were not interested and the meeting was terminated.

---

On February 10, 1983, airline officials again [guess: met] with [REDACTED] with the intention of discussing airline security; however, [REDACTED] proceeded to advise airline [guess: officials] officials of a hijacking scenario that he had planned. [guess: Na...]

On March 14, 1983, [REDACTED] Northwest Airlines, telephonically advised that he had listened to a copy of the tape obtained from [REDACTED] and that from information on the tape, it was obvious to him that the tape was made after the first meeting with [REDACTED] [REDACTED] He also advised that he was present at both meetings with [REDACTED] and [REDACTED] mental attitude had changed considerably from the first time they met until the second time. He described the second meeting with [REDACTED] as being more relaxed and [REDACTED] seemed much calmer.

[REDACTED] also expressed a concern over any action that might take place against [REDACTED]

The above information was supplied to AUSA [REDACTED] on March 14, 1983, at which time, AUSA [REDACTED] advised that he did not feel that the information obtained, as of this date, was sufficient to charge [REDACTED] with any criminal violation, and specifically, extortion.

In view of the above, no further investigation is being conducted at this time.

Sincerely yours,
