At New York City, New York

On 4/21/72, [REDACTED] delivered on behalf of Attorney [REDACTED] Atlanta, Georgia, to the New York Office of the FBI, an envelope containing a photograph of an unknown man standing on the street, wearing a wig, which photograph has since been identified as photograph #3.
