ASAC PAUL R. BIBLER

---

[REDACTED] called collect from [REDACTED]. He was somewhat intoxicated. He said that he knew who "COOPER was" and he was a man who had [REDACTED] [REDACTED]. He wanted to know how much we would pay him to furnish information.

I told him we could work out something satisfactory and requested that he give me an address where he could be located and interviewed by our Agent in [REDACTED]. He refused until I had assured him of some substantial money and I again told him that wouldhave to be worked out face to face.

He was cooperative and finally said he was going to be in Seattle on 12/3/71 and would call again.
