A person reads every report. Corrections are made by hand, to the data — titles, dates, names, which pages belong together — never to the scans, and they can take a while to appear.

Memorandum
TO : SAC, SEATTLE (164-81) DATE: 11/30/76
FROM : SA [REDACTED]
SUBJECT: [REDACTED] NORTAK D.B. COOPER -CLASS OO=SE CL FILE 164-2111
---
On 11/30/76, at 10:45AM, [REDACTED] who gave his date of birth as [REDACTED] address [REDACTED] [REDACTED], Seattle, was interviewed by the writer at the Seattle Office of the FBI, following his voluntary appearance there, and his request to speak with an FBI Agent. He is presently attending Clover Park Vocational School (ext. [REDACTED]).
After [guess: initially] denying his request to have a newspaper reporter present during the interview, SA [REDACTED] asked for his business. [REDACTED] replied that he has absolute proof of the identity of "D.B.COOPER". He further stated that he had arrived at this "proof" with his friend, [REDACTED] (telephone [REDACTED]) and were most anxious to bring it to the attention of the FBI.
[REDACTED] then proceeded to outline a theory that COOPER was in cahoots with the crew members of the aircraft, to carry out a "Mission Impossible" type operation, just to say they had done it; that "COOPER" left the aircraft with the passengers; that the crew members had "burned" two parachutes on the plane, and had either burned the money or had concealed it on their bodies when they left the aircraft at Reno. He stated that "COOPER" could thus be narrowed to being one of the listed passengers.
[REDACTED] is quite serious about the theory, and delivers it in a very dramatic manner, obviously having rehearsed portions of it for the most dramatic kind of impact. He states he is going to take his story to "the press" and will call Northwest Orient Airlines with his theory to enforce its being followed up properly by the FBI.

The writer thanked him for the information, stating the information would be brought to the attention of the case agent.
