A person reads every report. Corrections are made by hand, to the data — titles, dates, names, which pages belong together — never to the scans, and they can take a while to appear.

Dear Sir,

With reference to the enclosed news item, which I understand was successfully terminated tonight by the person being arrested.

My suggestion is this :- Would it not be possible for your organization, on receipt of a demand for money, have on hand a substance which could be sprayed on the money – neutralising the printing after a certain length of time – for example 12 or 24 hours.

Even if the hijacker made a successful landing, his profit would be considerably reduced, if not eliminated. Also the possibility of passing the money through a fence would be very remote.

It would not be necessary that the whole surfaces be sprayed and the [guess: icons] could be held in reserve at the larger cities, where these offences are more prevalent.

Yours Sincerely
