A person reads every report. Corrections are made by hand, to the data — titles, dates, names, which pages belong together — never to the scans, and they can take a while to appear.

MR. TOM MANNING F B I WOODLAND, WASHINGTON
DEAR MR. MANNING,
[REDACTED] I HAVE SOME IDEAS ON YOUR HI-JACKER;
"MIDDLE AGED" --- HE IS A VETERAN OF WORLD WAR II.
"EXPERIENCED PARACHUTIST" --- HE IS EITHER AN ARMY OR AIR FORCE VETERAN. WAS A PARATROOPER IN WWII.
"JUMPED OVER WILD COUNTRY AT NIGHT" --- IS FAMILIAR WITH THE GEOGRAPHY OF THAT AREA THEREFORE PROBABLY RESIDES THAT AREA. HAS HUNTED IN THAT AREA.
ACTION --- CHECK ALL VFW AND AMERICAN LEGION POSTS THAT AREA, ALSO VA HOSPITALS.
"WAS GIVEN FOUR PARACHUTES" --- WHY FOUR ? FOR A DESIRED 'SOFT' LANDING HE WOULD NEED ONLY TWO. CONCLUSION --- HE HAD AN ACCOMPLICE WHO USED THE OTHER TWO 'CHUTES (ARE YOU SURE THAT ALL THE PASSEN- GERS GOT OFF) POSSIBLY EITHER A WOMAN OR A 'TEENAGED BOY WHO REMAINED HIDDEN BEHIND AND REAPPEARED AFTER THE PLANE TOOK OFF AFTER THE CABIN DOOR WAS LOCKED, AND THEN GAVE HIM THE NECESSARY HELP THAT HE NEEDED AND VANISHED WITH HIM.
I HOPE THAT THESE THOUGHTS ARE HELPFUL TO YOU.
SINCERELY,
[REDACTED] BALTIMORE, MARYLAND
