A person reads every report. Corrections are made by hand, to the data — titles, dates, names, which pages belong together — never to the scans, and they can take a while to appear.

Could this possibly be the same guy? I would hate to defame the good name of a person but; I'm a citizen and I looked at the paper & told [REDACTED] "its the same Guy."
