Referenced airtel encloses an insert and a copy of a photograph of LATHAM. In view of the poor quality of the photograph, it is not felt this photograph is sufficiently good to show to witnesses; therefore, Portland at Tigard, Oregon is requested to attempt to determine the whereabouts of LATHAM at the time of instant hijacking or to obtain better photograph of LATHAM for display to witnesses.
