A person reads every report. Corrections are made by hand, to the data — titles, dates, names, which pages belong together — never to the scans, and they can take a while to appear.

DIRECTOR, FBI (164-2111) 4/18/72

SAC, PORTLAND (164-41)(P)

NORJAK

For consideration of the Bureau, it is noted that the Nation of Liberia, in Africa, utilizes as its legal tender currency of the United States. It would appear that any person wishing to exchange a quantity of U. S. currency in such a manner as to avoid connection with a crime through identifiable funds could do so there with a minimum of exposure. Accordingly, it is suggested the Bureau may wish to disseminate the ransom money list in this matter to appropriate Liberian Authorities through liaison channels.
