[REDACTED] [REDACTED], Oregon

Dear [REDACTED]

Thank you for your letter of November 14, 1976, offering your services and assistance in attempting to locate the man known as Dan Cooper, who parachuted from an airliner over Southwest Washington on November 24, 1971, with $200,000 ransom.

I must tell you that it will not be possible for the FBI to take advantage of your offer of services inasmuch as no authority exists and there are no funds available for such an arrangement.

I am sorry to have to disappoint you, but I hope you will understand.

Very truly yours

JOHN G. DEVINE Special Agent in Charge
