On 7/2/74, HOWARD J. HUBBELL, inmate, U.S. Penitentiary, Leavenworth, Kansas #84333-132, stated that he is more and more convinced that his crime partner is the man who per- petrated this skyjacking. The plan was that he would go into the aircraft and hijack it, telling the authorities to deliver money to HUBBELL who would be on the ground. When the money was given to HUBBELL, HUBBELL would tell him and the airplane would be released. HUBBELL stated that he told his crime partner that this was stupid, but his crime partner said that it was not his idea, but it was the idea of his [REDACTED] b6 CLAIR YOUNG, who owns a restaurant in Richland, Washington. b7C

HUBBELL stated that he has seen a Saga Magazine that had a composite picture of D. B. COOPER, the skyjacker, and he is sure that it is CLAIR YOUNG. [REDACTED] b6 [REDACTED] and is now living b7C in [REDACTED].
