Re: Seattle memo of SA DONALD J. STEELE, 12/17/71, regarding suspect JAY WHITEFORD.
Attached is a copy of the subject's autobiography.
On January 14, 1972, [REDACTED] the Seattle First National Bank, Mercer Island Branch, was b6 interviewed concerning NORJAK suspect JAY WHITEFORD. b7C
[REDACTED] stated that WHITEFORD originally applied for a loan of $50,000 in October of 1971, for his business, which is an aerial photography business. WHITEFORD's application for a loan was declined about one week after NORJAK.
[REDACTED] became suspicious because WHITEFORD never b6 experienced any great concern or fear because his loan b7C application was turned down; [REDACTED] thought that Mr. WHITEFORD should be upset because lake of the loan would mean failure of Mr. WHITEFORD's business.
On December 3, 1971, WHITEFORD appeared at the Mercer Island Branch to discuss business with [REDACTED] and at this time Mr. WHITEFORD's right hand was bandaged. When questioned by [REDACTED] as to the nature of his injury, WHITEFORD replied that he had merely taken a tumble.
It should be noted that WHITEFORD is a pilot and be- cause of his aerial mapmaking business, would be very familiar with high altitude flying and the terrain around the area of where NORJAK took place. It is to be further noted that WHITEFORD is a member of the Washington Council of Civil Engineering and Land Surveyors. 164-81-A180 [REDACTED] suspicions were further heightened while at b6 lunch with Mr. WHITEFORD on January 6, 1972, at the Black Angus b7C Restaurant in Bellevue. Mr. WHITEFORD initiated a discussion of high altitude flying. WHITEFORD seemed to be very well known by the waitresses in the Black Angus Restaurant in Bellevue and [REDACTED] again believed this to be out of character for a [guess: man in] WHITEFORD's financial condition to frequent an expensive rest[guess: aurant] [guess: such as] the Black Angus. ~Jan 20 1972 (3) PKM/slb FBI-SEATTLE DB COOPER-47048
