SUBJECT: NORJAK

Re Seattle airtel to Portland, dated 7/16/75.

For information of Seattle, [REDACTED] Oregon, b6 per FBI is well-known to the Portland Office. He made several separate b7C per FBI allegations concerning identification of UNSUB and location of ransom in this matter. Extensive investigation has resolved them all and no information is known to Portland indicating any possible connection or involvement or knowledge in this case on the part of [REDACTED]

According to the Federal Aviation Administration (FAA) authorities at Portland, [REDACTED] is an airplane pilot of many years' experience. He was seriously injured in an airplane crash a number of years ago, suffering head injuries which have disqualified him for licensing in any aviation capacity. FAA files show a record of bizarre behavior.

It is noted that [REDACTED] has made numerous incoherent b6 per FBI telephone calls to Portland Agents and has also authored incoherent b7C per FBI letters.

Portland is aware of the [REDACTED] concerning an [REDACTED] has previously attempted to draw the Portland Office into involvement in that matter. Portland feels that the information precipitating referenced airtel is in furtherance of those efforts. Accordingly, no further inquiry in this matter should be pursued.
