RE: CHARLES ANDREW TULLER SUB 568
---
TULLER has been suggested as a suspect in this matter, due to the fact that he was involved in a hijacking and his physical description is similar to UNSUB's in this matter. It is noted that the modus operandi for TULLER's hijacking is completely dissimilar from the modus operandi of UNSUB in this matter. In addition, the motives for hijacking for TULLER and UNSUB are also completely dis- similar. Although TULLER's general description does match the best-known description of UNSUB, his facial features, predominantly his nose, are not similar to the artist's composite of UNSUB.
In view of the above mentioned dissimilarities, no further investigation will be conducted concerning TULLER as a suspect in this matter.
