The following investigation was conducted by Special Agent [REDACTED b6/b7C]:

AT DALLAS, TEXAS

On February 13, 1974, [REDACTED b6/b7C], McElfish Parachute Service, 2615 Love Field Drive, Dallas, advised that he has not seen RICHARD F. SCHWANDT for approximately one and one half years. He advised that SCHWANDT has USPA Skydiving Certificate Number C2260. He said that SCHWANDT'S Social Security Number is 472-46-7756, and that he listed his former addresses as 805 South Irving Heights, Irving, Texas, and 618 North Rogers, Apartment 49, Irving, Texas. He described SCHWANDT as a white male, approximately 30 years of age, over six feet in height, weighing 180 to 200 pounds, blue eyes, blond hair, and he had a skin complexion problem. He said that as far as he knows that SCHWANDT is living some place in the Minneapolis, Minnesota, area. He advised that SCHWANDT has issued bad checks in the past and is generally a wild type of individual. He said that he does not believe that SCHWANDT would be capable of committing any type of crime that is as serious as an aircraft hijacking. He said that a couple of years ago, SCHWANDT was involved in illegal night jumping somewhere in Florida and that SCHWANDT had his skydiving certificate suspended by the United States Parachute Association.
