The following investigation was conducted by SA [REDACTED] Portland Division:
HOWARD EUGENE SHIRLEY - SUSPECT
On April 1, 1975, a review of the current city directory and current telephone directory for LaGrande, Oregon, failed to reveal any reference to HOWARD EUGENE SHIRLEY.
On April 1, 1975, attempts were made to contact SHIRLEY at 903 M Avenue, LaGrande, Oregon, with negative results.
On April 1, 1975, Detective [REDACTED] LaGrande, Oregon, Police Department, advised that records maintained by the LaGrande Police Department contained no reference identi- fiable with HOWARD EUGENE SHIRLEY.
On April 4, 1975, [REDACTED] LaGrande City Water Department, LaGrande, Oregon, advised that according to records maintained by the Water Department, the individual paying for the water bill at 903 M Avenue in LaGrande is [REDACTED] Portland, Oregon. [REDACTED] had no information regarding the person residing at that address.
On April 4, 1975, and April 16, 1975, attempts were made to contact the resident at 903 M Avenue, LaGrande with negative results. A neighborhood investigation in the area determined that the individual residing at that address was employed at the Western Equipment Company, 1805 Adams Street, LaGrande, Oregon. No additional information regarding the name or detailed physical description of the occupant could be determined.
On May 2, 1975, Detective [REDACTED] LaGrande Police Department, advised that he had determined through a confidential source having access to certain utility records in LaGrande, that the individuals residing at 903 M Avenue, LaGrande, Oregon, were HOWARD and CARLA SHIRLEY.
