RE: HOWARD GATTIS

Re Seattle memo of SA [redacted], 2/4/76.

On 2/17/76, [redacted] Professional License Division, DMV, Olympia, Washington, advised his records reflect that HOWARD GATTIS was first licensed in 1951, however, his license lapsed in 1967, and his file had been sent to State Archives.

On 2/17/76, [redacted] Clerk, Washington State Archives, Olympia, Washington, made available for review an Application for Barber License #3854, dated 10/2/50, in the name HOWARD A. GATTIS, Rt. 8, Yakima, Washington, DOB 7/21/23, POB Alecia, Arkansas, education - Yellville, Arkansas, which also was bearing a photograph of GATTIS taken 10/50.

It was noted GATTIS had a very receeding hairline, and other facial characteristics which were not at all similar to the composite of D.B. COOPER, and which allowed the writer to conclude that GATTIS was not identical. It is therefore suggested no further investigation be conducted concerning GATTIS. It is also noted there was only one photo of GATTIS which was not available to be removed and placed in this file.
