The following investigation was conducted by SA ALFRED T. JONES:

At Kansas City, Missouri

On February 22, 1977, Dr. PHILLIP D. REISTER was contacted at his office, 701 East 63rd Street, REISTER furnished the following information concerning his association with OTIS RICHARD COOPER:

REISTER advised he recalled COOPER and that his records indicate COOPER was treated on November 1, 1971, with an injection for nervousness and was seen on November 26, 1971, at Research Hospital on an out-patient basis and treated for nervous exhaustion. REISTER advised he recalled COOPER was from a very "church going family" but that he had marital problems and became involved with another woman. It was REISTER's opinion that leading this double life lead to his problems of nervousness.

REISTER stated that he doubted seriously if COOPER was capable of committing any type of violent crime and described him as "somewhat of a milktoast".
