Re Bureau airtel to Philadelphia and Seattle dated 9/3/76.

On 9/15/76, an unsuccessful attempt was made to contact PHILIP H. COLLEM [guess: COLLEM/COLLINS - uncertain], 156 East King Street, Lancaster, Pa.

On 9/15/76, Mr. EDGAR N. ECKMAN, 95 West Main Street, Leola, Pa., employed as a fuel oil dealer, advised that one ROBERT W. COOPER is a former Justice of the Peace, Leola, Pa., and presently resides on Quarry Road, Leola, Pa. This individual presently operates a collection agency.

Mr. ECKMAN further stated that one (FNU) COOPER was also a Justice of the Peace in New Holland, Pa., at about the same time. This individual was involved in some type of a fraudulent automobile registration scheme. He was never a member of the Pennsylvania State Police, but there was at least one state police officer involved in the scheme and was subsequently dismissed from the Pennsylvania State Police due to his involvement.
